  • NCBFAA Submits Federal Register Comments on NMFS Proposal

    NCBFAA submitted comments to the National Marine Fisheries Service (NMFS) in response to its proposed rule to revise and automate the submission of the Certification of Admissibility (COA) form, expressing support for the effort to automate entry filing of the COA form. Currently, the COA only applies to certain seafood products from Mexico, but eventually it could apply to seafood from any country that the U.S. deems has fisheries that do not meet U.S. standards for protecting marine mammals.

  • New ILA Contract for US East and Gulf Coast Ports Nears Finalization

    The International Longshoremen’s Association (ILA) Wage Scale Committee on Feb. 7 unanimously approved the new six-year contract with the United States Maritime Alliance (USMX). A ratification vote by the full ILA membership is scheduled for Feb. 25, and then USMX will vote on the contract ratification.

  • ST&R Trade Advisory – IEEPA Tariffs in Effect for China, On Hold for Canada and Mexico

    Feb 8, 2025
    The 10% additional tariffs on imports from China took effect at 12:01 a.m. ET, Feb. 4. Initially, the Executive Order removed all Chinese goods from eligibility under a section 321 de minimis claim. Removal from de minimis entry meant that Chinese goods had to enter either under a formal or informal entry. By Friday, Feb. 7, the President issued an amendment to his original Executive Order that allows Chinese goods to use de minimis until such time as the Department of Commerce notifies the President that “adequate systems are in place to fully and expediently process and collect tariff revenue applicable.”

  • CBP Publishes Updated Quarterly IRS Interest Rates to Calculate Interest on Overdue Accounts and Refunds of Customs Duties

    Customs and Border Protection (CBP) in a Feb. 5 Federal Register notice said the quarterly Internal Revenue Service interest rates used to calculate interest on overdue accounts (underpayments) and refunds (overpayments) of customs duties will “decrease” from the previous quarter.
