Headquartered in the Washington DC metro area, the NCBFAA represents more than 1500 member companies with 110,000 employees in international trade - the nation's leading freight forwarders, customs brokers, ocean transportation intermediaries (OTIs), NVOCCs and air cargo agents, serving more than 250,000 importers and exporters. The Association’s members handle more than 97% of the entries for goods imported into the United States and are directly involved with the logistics of these goods. Further, members operating as OTIs are involved with approximately 80 to 85% of all exports from the United States.

  • CBP Deploys CAPE IEEPA Refund Capability for Entries Flagged for Reconciliation

    Customs and Border Protection (CBP) announced on June 29 that it has completed the successful deployment for enhancements to the Consolidated Administration and Processing of Entries (CAPE) application in the ACE Secure Data Portal. “Importers and authorized customs brokers can now include in their CAPE declarations, submitted in the ACE Portal, entries flagged for reconciliation (entry types 01, 02, 06) for which the reconciliation entry (entry type 09) has not been filed. Consistent with CAPE Phase 1, the entries flagged for reconciliation will be limited to unliquidated entries and entries that have been liquidated within 80 days of the CAPE declaration filing date,” CBP said in a message to the trade.

  • CBP Guidance Update for IEEPA Refunds in CAPE for Warehouse Entries

    Customs and Border Protection (CBP) on July 2 provided updated guidance to the trade on warehouse entries and warehouse withdrawals filed on Consolidated Administration and Processing of Entries (CAPE) declarations. Effective July 7, CBP said warehouse entries (Entry Types 21 and 22) will no longer be accepted on a CAPE Declaration. Warehouse entries that are submitted on a CAPE declaration will be rejected with the existing ENTRY TYPE NOT ALLOWED error message.

  • 484(f) Committee Finalizes List of HTS Changes Effective July 1

    The Committee for the Statistical Annotation of Tariff Schedules, better known as the 484(f) Committee, has finalized the list of changes to the Harmonized Tariff Schedule (HTS), effective July 1, 2026. Customs and Border Protection (CBP), meanwhile, is implementing the 484(f) updates in ABI.
