NCBFAA Asks FMC Questions on D&D Final Rule

The National Customs Brokers & Forwarders Association of America asked the Federal Maritime Commission questions on the demurrage and detention final rule (see 2402230049). The NCBFAA, in comments dated April 22, said the questions were submitted on behalf of its members and other "industry stakeholders" and raised several questions that were not addressed in the final rule.

The association focused on several issues related to the 30-day rule for invoices and how rules are applied to different situations and scenarios.

The association also asked if the FMC plans to include additional data elements for detention and demurrage outside the original 13 elements included in the Ocean Shipping Reform Act of 2022. The NCBFAA also asked if the final rule requirements apply to rail storage charges (see 2403070061).

The FMC didn't immediately comment.
