Headquartered in the Washington DC metro area, the NCBFAA represents more than 1500 member companies with 110,000 employees in international trade - the nation's leading freight forwarders, customs brokers, ocean transportation intermediaries (OTIs), NVOCCs and air cargo agents, serving more than 250,000 importers and exporters. The Association’s members handle more than 97% of the entries for goods imported into the United States and are directly involved with the logistics of these goods. Further, members operating as OTIs are involved with approximately 80 to 85% of all exports from the United States.

  • Trump Poised to Increase Tariff on EU-Made Autos to 25%

    May 1, 2026
    President Trump in a Truth Social post on Friday, May 1, announced that a tariff on automobiles manufactured and imported from the European Union into the U.S. will increase to 25%, adding that he is imposing this tariff increase “based on the fact the European Union is not complying with our fully agreed to Trade Deal, next week.”

Ms. Whittenburg is a respected executive officer and leader with 37 years of exceptional experience and technical expertise supporting cross-border trade with the ability to design clear, legally compliant, and socially responsible international trade strategies. She is also a committed champion of international trade education and training, currently serving as the Executive Vice President of the NCBFAA Educational Institute whose mission is to provide relevant content via multimedia platforms to equip our nation’s 21st century cross-border, trade-related workforce. She is a civil service and U.S. Army veteran who over her 12 years as a Senior Executive and director, she oversaw a complex mission of facilitating lawful trade and exercising trade enforcement to ensure fair and competitive trade. Ms. Whittenburg managed a $300+ million budget leading a highly diverse staff of CBP professionals in pursuing transformative trade policies that promoted economic security and growth for American businesses, along with ensuring only safe and legitimate products entered the U.S. commerce. Over the course of her 37+ year career at U.S. Customs, CBP, and in the private sector, she has been blessed with being able to share her knowledge in the trade realm, conducting capacity building in several nations in Africa and Central America. She is a licensed customs broker and a recent past member of the United States Trade Representative Trade Advisory Committee on Africa. She earned a bachelor’s degree in Computer Science/Business at Dillard University, holds master’s degrees in both Public Administration from Georgia Southern University, and Legal Studies in International Business Law from the University of Oklahoma. Ms. Whittenburg also completed the Senior Managers in Government course at Harvard Kennedy School of Government. She is a past president of the Executive Women in Government whose objective is to advocate for the advancement of women in senior leadership positions as well as prepare the up-and-coming tier of women for senior executive roles in the Federal Government.
