U.S. Extends Emergency Actions for Syria Trade

May 22, 2022 by Luke Zimmer
The White House in a May 10 Federal Register notice extended for one year the national emergency related to actions by the Syrian government. The national emergency was originally declared in a 2004 Executive Order which was subsequently modified by other executive orders over the years.

On May 12, the Treasury Department’s Office of Foreign Assets Control (OFAC) issued new General License (GL) 22, and amended existing FAQ 884.
GL 22 authorizes activities in the specific economic sectors listed in the general license for northeast and northwest Syria.

It is important to note the last paragraph of the new FAQ 1043, “What activities are authorized pursuant to Syria General License (GL) 22?” which states: “Additionally, U.S. and non-U.S. persons may need to obtain a license from the Department of Commerce’s Bureau of Industry and Security (BIS) for the export or reexport or certain items subject to Export Administration Regulations (EAR). For further guidance regarding the exportation or reexportation of items to Syria, please contact BIS at (202) 482-4252.”

The Syria Sanctions sections guidance and FAQs on OFAC’s website are available here.
