STR Webinar: New Product Classifications Under HTSUS 2028
Hundreds of new HTSUS amendments are proposed to go into effect Jan. 1, 2028 (or thereabouts) due to World Customs Organization updates to the international Harmonized System that occur every 5 years (or thereabouts). The USITC published the proposed amendments on April 17 and seeks comment on these proposed updates by May 18, 2026. The amendments impact goods such as ambulances, personal protective equipment, medical ventilators, diagnostic devices, vaccines, dietary supplements, plastic waste, plastic products, and goods controlled under international conventions. Some changes will result in reclassifying goods to entirely new provision, while others may only have numerical changes.
It is important that importers review the proposed changes to ensure the duty impact is minimal, as required of this process.
