In comments submitted to the Federal Register, NCBFAA responded to the Animal Plant Health and Inspection Service's (APHIS) notice announcing Phase VII of the Lacey Act declaration. This means declarations will be required starting Dec. 1, 2024, for all remaining plant product Harmonized Tariff Schedule (HTS) codes that are not 100-percent composite materials.
