The NCBFAA Customs Committee Leadership, along with Customs Counsel from Sandler, Travis & Rosenberg, P.A., met with Customs and Border Protection (CBP) Leadership on Friday, Feb. 21, for an informal discussion regarding the recent imposition of the China IEEPA tariffs. Our questions for CBP to answer were based on customs broker member feedback. CBP provided the following advice, however we expect the agency to issue FAQs of a formal nature.

The Office of the U.S. Trade Representative (USTR) has proposed imposing fees and service restrictions on cargo ships operated by or constructed in China. This proposal follows a Section 301 investigation that determined China's efforts to dominate the maritime, logistics, and shipbuilding sectors are unreasonable and burden or restrict U.S. commerce.

Our questions for CBP to answer were based on customs broker member feedback. Early this week, we will provide our members with a summation of the information that was provided to the NCBFAA Customs Committee by CBP to help our customs broker members prepare their operations, as well as those of their importer clients, for the imposition of the China tariffs.

The decision paves the way for these agencies to move forward with the reorganization and reduction-in-force plans, as required by Executive Order 14210 issued in March. The reorganization plans have been on hold since the May 2 injunction.

U.S. Agriculture Secretary Brooke Rollins on July 9 announced an immediate shutdown of livestock imports from Mexico after a new world screwworm (NWS) case was reported north of the previous infestations. The announcement came just days after a risk-based phased port reopening strategy for cattle, bison and equine began.
