Advanced Valuation: Understanding Assists and Supplemental Payments
For many importers, declaring the value of imported merchandise to U.S. Customs and Border Protection (CBP) is a relatively straightforward task. However, for those importers with more complicated purchasing or valuation arrangements whereby the importer purchases or otherwise provides things such as tooling or molds, or performs product research, development, or engineering services, or simply makes payments to the supplier outside the commercial invoice price, the task of accurately valuing and reporting these “assists” or other additions to value can be complex and time consuming.
