Technical Call Summary

 

FDA Disclaimers Message Set - Truck Shipments

  • Technical Aspect
    • There is a new issue with FDA disclaimers on the Northern Border
    • When the carrier files the Truck Manifest, for some reason the carrier is told that the entry is not on file.
    • Additionally, the CBP Officer does not see the entry on file at the primary inspection booth.
    • CBP is looking into this to determine the cause and the fix.
  • Policy Aspect
    • No issue or actions required at this time.
  • Recommendations for Brokers
    • Filers should check with the carrier when possible to determine if the carrier can see the entry on file.
    • Notify your ABI client representative if you are unable to resolve the issue with the carrier.

Cargo Release Message Set - SIGNIFICANT DELAYS

  • Technical Aspect
    • There is a back-log with the down stream processing at CBP
    • This is seen especially if filers are sending FDA Data.
    • There is not a set time frame of delays that is being experienced. Some filers are experiencing delays of hours and even up to a day in getting responses from CBP and FDA.
    • CBP will send out a CSMS if the issue continues
    • CBP is working on the fix right now (2/4).
  • Policy Aspect
    • No issue or actions required at this time.
  • Recommendations for Brokers
    • Filers should check with the carrier when possible to determine if the carrier can see the entry on file.
    • Notify your ABI client representative if you are unable to resolve the issue with the carrier.
    • If you are experiencing significant delays, and are continuing to do so, it is recommended that urgent truck shipments are processed in ACS until the issue is resolved.

RLF Cargo Release and Entry Summary Message Set

  • Technical Aspect
    • For RLF Entries, the entry summary must appear on the statement before it can be deleted.
    • Once the entry appears it can be deleted from the statement, and the cancellation continued for the cargo release and entry summary.
  • Policy Aspect
    • No issue or actions required at this time.
  • Recommendations for Brokers
    • Filers should refer to previous instructions for the order of deletion and cancellation requests.

Cargo Release Message Set Release Date Calculation - UPDATE

  • Technical Aspect
    • CBP is looking at the calculations on the release date and determining the release it sends to carrier, as well as the payment date.
    • The Transmission Date is setting the Release Date, which is incorrect.
      • Upon the arrival of the freight, the Release Date should be reset as the arrival date.
      • This is not occurring.
    • Additionally, when an FDA Release is sent followed by the 1USG Release, it incorrectly resets the release date.
    • There also messaging sequence issues in ACE, where the messages get out of order and cause issues in the output.
    • At times the accepted message to the filer is issued on the transmission, but it is not sent to the carrier as a release.
    • This has affected the release date that the carrier receives as well, in that it is not transmitted to the carrier until after the freight arrives.
    • This prevents the filer from receiving the pick up number before arrival.
    • CBP has advised that this was isolated to a period of several days, and has been corrected.
  • Policy Aspect
    • No action or issue at this time.
  • Recommendations for Brokers
    • Filers should carefully review the release, arrival, and 1USG Dates to ensure compliance with the regulations.
    • Filers should request reporting capabilities from your software vendors to check these dates for release and to determine if the statement payment date is correct.
    • If you are still experiencing these issues, let CBP and your software vendor know so it can be addressed immediately.
    • If there are penalties that have been received for this issue, contact CBP to determine if the issues were caused by a system issue.

 

PGA Output Message Set

  • Technical Aspect
    • Filers are seeing the SO70 messages in the "new" format, but without the version indicator.
    • Filers should be seeing the old message set that CBP reverted to.
    • CBP indicated that the system had a short time period (less than an hour) where the formats were incorrect.
    • This has since been corrected.
  • Policy Aspect
    • No issue or actions required at this time.
  • Recommendations for Brokers
    • Filers should notify CBP if there are continued messages with the incorrect format.

FDA Message Set

  • Technical Aspect
    • There is a situation where filers are receiving a May Proceed for FDA Food Shipments without the filer receiving the Prior Notice Confirmation Number.
    • CBP has indicated that this is a new issue
    • They will look into this issue and advise as soon as possible.
  • Policy Aspect
    • No issue or actions required at this time.
  • Recommendations for Brokers
    • Filers should be vigilant in looking at the FDA information received to ensure that you have all needed information to meet the regulations.
    • Contact FDA and CBP when this situation occurs to ensure that the proper information can be sent in the ACE system for recordkeeping within the file.
    • Notify clients of this issue for awareness of the issues and challenges with the FDA data being received.

Cargo Release Message Set - Hand Carry Shipments - UPDATE

  • Technical Aspect
    • There is an issue with the Cargo Release application for hand carry mode of transportation.
    • CBP indicated that the ACE system is requiring the bill of lading number for the shipment.
    • CBP is aware of the issue and advised the filers to contact the local port of entry to determine the procedures they would like to follow to obtain release.
    • CBP has requested the fix to be deployed to allow the entry to be processed without a bill number.
  • Policy Aspect
    • No Impact or action at this time.
  • Recommendations for Brokers
    • Filers should refrain as long as possible from processing hand carry shipments in ACE until the issue is fixed.
    • If ACE is utilized, contact the local port to determine what process they would like to follow.

FDA Prior Notice Message Set

  • Technical Aspect
    • The software vendors are experiencing the situation where the trade is not receiving the responses in the Certification environment at all.
    • CBP is aware of this and will advise the issue.
  • Policy Aspect
    • No issue or actions required at this time.
  • Recommendations for Brokers
    • Filers should work with software vendors to determine if this is impacting any testing that you would like to complete.

 

General Information

CBP explores sending PGA Output Messages without Cargo Release

CBP would like to know if the trade can accept the SO records from CBP for the PGA Records in a different format, generated directly instead of included with the Cargo Release. This may eliminate the delays in getting the PGA record output results and eliminate the duplicate cargo release results. The software vendors are determining if there are changes to the coding and assessing the impact at this date before the mandatory deadline.

CATAIR Updates Not Published to Date

CBP has advised that the CATAIR for Cargo Release is still not complete. CBP has been elevating this internally and will continue to do so.

PGA Pilot Instruction Clarifications

CBP is working on new clarified instructions for the PGA Pilots for the trade. This will ensure that the trade and CBP understand the process.

Error Code Dictionary

The long promised error code dictionary should be published on 2/4 or 2/5. This has been approved and has been sent for publication.
