You will hear from the Federal Maritime Commission's (FMC) Rebecca Dye who will deliver the opening keynote and discuss the ongoing demurrage and detention review currently underway at the FMC.


NCBFAA General and Transportation Counsel Ed Greenberg and NCBFAA Washington Representative Jon Kent will walk the audience through the recent changes to the FMC rules and regulations, specifically as they relate to Negotiated Rate Arrangements (NRA) and NVOCC Service Arrangements (NSA).


NCBFAA NVOCC Committee Chair Rich Roche will moderate a panel featuring FMC experts including Rebecca Fenneman with CADRS who will speak to the FMC including the kinds of evidence/documentation assembled to bring disputes to the Commission and Gary Kardian, who will give the agency perspective on the updated NRA regulations.


FMC Chairman Michael Khouri will deliver the luncheon keynote; after which, a panel moderated by NCBFAA Transportation Chair Melzie Wilson will review amendments to the NCBFAA terms and conditions, inform the attendees of upcoming changes to the export manifest, and review the workings of NCBFAA's export compliance committee.


The concluding panel, moderated by Chairman Roche, will provide a practical wrap up of how to comply with the new regulations and an instructional session on how to arrange an NRA.
