  • NEI Continues Its NAFTA Series Webinars - The NEI is proud to present a continuance on its special NAFTA series for North American customs brokers with this webinar, “Renegotiating to Modernize NAFTA: Rounds 1 and 2.”

 

Round 1 started with Statements by USTR Ambassador Robert Lighthizer, Canadian Foreign Affairs Minister Chrystia Freeland and Mexican Secretary of the Economy Ildefonso Guajardo and ended with a Trilateral Joint Statement. Ambassador Lighthizer's statement was in stark contrast to his counterparts. The USTR fully endorsed President Trump's opinion of NAFTA as the worst trade deal ever and gave a stern warning that the U.S. intended to do far more than "tweak" the Agreement. According to Lighthizer, the deal was a failure for the American people, as evidenced by the overall trade deficit with Mexico and goods deficit with Canada. Freeland and Guajardo were much more positive emphasizing the strong relationships among the 3 countries and their willingness to modernize but they also issued warnings concerning their drop dead positions.

 

The Round concluded with a Trilateral Joint Statement, which reflected just how difficult these negotiations will be. Even the description of the process was contentious with the U.S. pushing to call it a "renegotiation" and Mexico and Canada calling it a "modernization.” In the end, it was described as both. Opening the Pandora's Box of renegotiation or modernization poses some real risk, including the possibility of President Trump pulling out of the Agreement or the other two countries responding to threats such as the one he made in his speech on August 22, 2017 in Phoenix.
